Upmarket housing. The lower part is made of adobe, a mixture of mud and zebu dung. The top section is locally-made brick. The more affluent owners can afford corrugated iron for the roof, while the less well off made do with grass thatch. I suspect they keep their animals on the ground floor, while the people live above. Access via ladder, of course!
